In un ambiente corrotto e dominato dall'ingiustizia, l'ex poliziotto Billy Taggart (Mark Wahlberg) cerca di redimersi - e vendicarsi - dopo essere stato ingannato dall'uomo più potente della città di New York, il sindaco (Russell Crowe). L'incessante ricerca di giustizia di Billy, paragonabile soltanto alla sua tenacia, tipica di un uomo vissuto sempre nelle strade, lo rende inarrestabile, tanto da farlo diventare il peggior incubo del sindaco. Billy è un ex poliziotto di New York, che amava il suo lavoro e lo svolgeva al meglio, fino a quando non si è spinto troppo in là nell'indagine su un omicidio. Ora, è un detective privato che fatica ad arrivare a fine mese. A un certo punto, il sindaco gli offre l'opportunità di riottenere il distintivo e la pistola; il sindaco ritiene che sua moglie abbia una relazione ed è preoccupato che questo possa mettere a rischio la sua rielezione. Quando Billy inizia a indagare, scopre che in realtà dietro la sua indagine si nasconde ben di più di un tradimento coniugale. E' a quel punto che inizia la guerra tra il sindaco e Billy". Grazie a questo conflitto, Billy è spinto sulla strada della redenzione.
