Edgar Hoover modifica radicalmente il metodo e i mezzi investigativi dell'FBI: la narrazione parte con l'ormai vecchio Edgar, che racconta il suo excursus lavorativo da semplice impiegato a direttore dell'FBI. Tutto l'intero film presenta continui flashback, che danno vita alla narrazione di Edgar. Vissuto in una famiglia in cui la madre è autoritaria e il padre è un uomo vecchio e malato, il giovane Hoover è descritto come un giovane il cui unico scopo della vita è fare carriera, mettendo tutto il resto in secondo piano (come si vedrà in seguito, è succube delle decisioni di una madre autoritaria e di un'educazione rigida e conservatrice). Il suo unico obiettivo è difendere la patria da qualsiasi tipo di attacco. Entrato a far parte del Dipartimento di Giustizia, vive in prima persona gli attentati della fazione radicale e bolscevica e nel 1919 viene nominato capo della nuova Divisione di Intelligence Generale del Bureau Investigation, e poco dopo diventa direttore dello stesso Bureau. Giorno dopo giorno, rinnova l'intero personale degli agenti speciali assunti dal dipartimento, richiedendo sempre più specifiche competenze (non solo di tipo scolastico, ma anche di tipo fisico, quali la forma, l'aspetto e l'abbigliamento)............................. Storyline Biopic of J. Edgar Hoover told by Hoover as he recalls his career for a biography. Early in his career, Hoover fixated on Communists, anarchists and any other revolutionary taking action against the U.S. government. He slowly builds the agency's reputation, becoming the sole arbiter of who gets hired and fired. One of his hires is Clyde Tolson who is quickly promoted to Assistant Director and would be Hoover's confidant and companion for the rest of Hoover's life. Hoover's memories have him playing a greater role in the many high profile cases the FBI was involved in - the Lindbergh baby kidnapping, the arrest of bank robbers like John Dillinger - and also show him to be quite adept at manipulating the various politicians he's worked with over his career, thanks in large part to his secret files.........
