Trama

Il nuovo sindaco di Gotham City, Quincy Sharp, come prima opera del suo mandato ha deciso di segregare i pazienti del manicomio di Arkham e gli ospiti delle prigioni Blackgate in un unico posto super-sorvegliato, in corrispondenza del cuore della vecchia Gotham City. Bruce Wayne, eccentrico miliardario della città, è impegnato in una campagna di sensibilizzazione pubblica in protesta contro questa azione, a suo dire pericolosissima, visto quello che è appena successo al manicomio di Arkham mettendo insieme i più famigerati criminali della città. Le sue azioni lo portano ad attirare l'attenzione del Dottor Hugo Strange, l'uomo messo a capo della nuova struttura, che con uno spettacolare azione della polizia della città arresta il magnate e lo interna ad Arkham City. Nonostante tutto ciò non rispettasse esattamente il suo piano, Bruce Wayne ha raggiunto il suo scopo e si appresta ad indagare sulle attività in atto nella città: la salute del Joker è precaria, ma il personaggio non consente di immaginare che si rassegni di fronte all'inevitabile destino.
Attraverso un inizio spettacolare e ricco di pathos, l'Uomo Pipistello verrà costretto a collaborare: Strange conosce la vera identità di Batman ed è pronto a svelarla qualora il Cavaliere Oscuro non segua le sue indicazioni. Partirà così una girandola di avvenimenti che porterà l'Uomo Pipistrello ad esplorare ogni anfratto della città, incontrare vecchi nemici e stringere nuove alleanze.
