Il nero Thomas Jefferson Johnson è un mediocre truffatore che, omonimo di un parlamentare statunitense deceduto per infarto, si candida al suo seggio, utilizzando d'accordo con la vedova il di lui materiale propagandistico. Candidato lo porta qualche migliaio di anziani aderenti alla associazione "Volpi d'argento". Assistito da un certo Arthur Reinhard (già tuttofare del morto) e con l'ausilio di tre suoi collaboratori abituali (Terry, Loretta fino allora anche ragazza-squillo alla bisogna ed un attivissimo vecchietto promossi a staff elettorale), Johnson, brillante ed abilissimo, non soltanto conquista il seggio, ma riesce nell'intento di fare da portavoce al potente Dik Dodge, presidente della Commissione per l'energia e l'industria, alla quale si è fatto assegnare. Lo svelto truffatore si destreggia magnificamente tra le chiacchiere, promesse ed intrallazzi propri ed altrui, mentre molti credono che votando il nome di Jeff Johnson il loro rappresentante a Washington sia ancora quello di un tempo.
