Brooklyn, 1957. Rudolf Abel, pittore di ritratti e di paesaggi, viene arrestato con l'accusa di essere una spia sovietica. La democrazia impone che venga processato, nonostante il regime di guerra fredda ne faccia un nemico certo e terribile. Dovrà essere una processo breve, per ribadire i principi costituzionali americani, e la scelta dell'avvocato cade su James B. Donovan, che fino a quel momento si è occupato di assicurazioni. Mentre Donovan prende sul serio la difesa di Abel, attirandosi l'incomprensione se non il disprezzo di sua moglie, del giudice e dell'opinione pubblica intera, un aereo spia americano viene abbattuto dai sovietici e il tenente Francis Gary Powers viene fatto prigioniero in Russia. Si profila la possibilità di uno scambio e la CIA incarica Donovan stesso di gestire il delicatissimo negoziato.
