Misteriosi sicari irrompono in una sezione newyorkese della CIA - dove vengono spulciati, da libri e giornali di ogni lingua e Paese, elementi utili all'organizzazione - e uccidono tutti gli impiegati. Si salva soltanto il giovane Joe Turner, nome in codice "Condor", autore di un "rapporto" ai superiori, ricavato dalle sue letture, al quale non ha avuto risposta. Sapendosi in pericolo di vita Joe obbliga una giovane donna, Kathie, pescata per strada, a dargli protezione in casa propria.
