Nel paesino di Assola, letteralmente diviso a metà dal confine italo-francese, vivono il contrabbandiere napoletano Giuseppe La Paglia ed il doganiere francese Ferdinand Pastorelli. Nel giorno della festa cittadina della parte francese, Ferdinand arresta Giuseppe arrivando però tardi alla tradizionale parata in cui avrebbe dovuto portare la bandiera francese. Durante il successivo ricevimento all'albergo delle 2 frontiere, anch'esso diviso a metà dal confine, Giuseppe scopre che Ferdinand è nato da padre ignoto e da madre italiana nella cucina del ristorante che si trova nella parte italiana dell'albergo, per cui, seppur registrato al ministero francese, il doganiere, in realtà, è italiano e pertanto non ha diritto ad esercitare la professione. Da una successiva verifica presso il comune di Assola, Ferdinand scopre che chi ne registrò la nascita anni prima, Gaspar Donnadiè, proprietario dell'albergo delle due frontiere, sbagliò a registrarlo lì, in quanto doveva farlo al municipio italiano. Lo stesso Donaddiè rivela a Ferdinand che andò al municipio francese perché quel giorno pioveva a dirotto ed era più vicino rispetto a quello italiano.
Rischiando di perdere il lavoro, Ferdinand chiede aiuto proprio a Giuseppe che lo accompagna a Cuneo per richiedere la carta d'identità italiana per poi successivamente chiedere la cittadinanza francese, ma secondo un onorevole amico del suocero, l'essere divenuto cittadino italiano a tutti gli effetti gli impedirà di ottenere la cittadinanza francese ed inoltre, essendo egli divorziato, il suo secondo matrimonio non sarà più valido e suo figlio, avuto dall'attuale consorte Hélène, dichiarato di padre ignoto. Come se non bastasse, Ferdinand viene posto in stato di fermo dai carabinieri assieme alla prima moglie Antoinette, ora sposata con Giuseppe, perché per la legge italiana, che all'epoca non prevedeva il divorzio, risultano come ancora sposati e Antoinette è pertanto bigama; chiarita la situazione, Antoinette viene rilasciata mentre Ferdinand è trattenuto perché, avendo combattuto durante la guerra per i francesi, anziché per gli italiani, risulta un disertore; tornato in camera di sicurezza vi trova Giuseppe che si era fatto arrestare per non lasciare la moglie da sola con l'ex-marito. Ferdinand, punto nell'orgoglio nel sentirsi chiamare disertore, tenta il suicidio, ma viene convinto a desistere da Giuseppe e liberato dal maresciallo dei carabinieri che, riesaminando la pratica, ha scoperto che Ferdinand non è più un disertore ma ha solo perso ogni diritto ad essere cittadino italiano.
Ricondotto al confine per essere rimandato in Francia, in quanto non italiano, viene però bloccato dal capo della gendarmerie perché è senza documenti e, perciò, non può farlo rientrare in Francia. Ferdinand si trova così ad essere diventato un senza patria.
Esasperato da tutta questa vicenda fugge sulle montagne armato del suo fucile da tiratore scelto e medita la sua vendetta contro tutti, avvisando però Giuseppe con una lettera: se non gli porterà dei viveri inserirà pure lui nella lista dei colpevoli! Giuseppe decide di assecondare Ferdinand e chiede i viveri a Donaddiè, ma scopre sull'etichetta di alcune vecchie bottiglie di vino che la frontiera anni prima tagliava in due l'albergo in modo diverso, la cucina era in Francia e non Italia quindi Ferdinand è cittadino francese; Donaddiè, infatti, confessa di aver spostato il confine dai bagni alla cucina, per attirare i clienti; chiarito l'equivoco Giuseppe, i carabinieri e la gendarmerie si recano sulle montagne a comunicare la notizia a Ferdinand il quale vedendo Giuseppe insieme al maresciallo dei carabinieri e al capo della gendamerie crede che l'amico l'abbia tradito e gli spara; fortunatamente il colpo centra la bottiglia di vino che Giuseppe aveva addosso e non lo ferisce. Finalmente, Ferdinand viene informato della verità e può tornare al suo lavoro di doganiere e ai soliti tran tran con Giuseppe che cerca di eluderne il controllo.
In the village of Assola, literally divided halfway between the Italian-French border, live Neapolitan smuggler Giuseppe La Paglia and French customs officer Ferdinand Pastorelli. On the day of the party of the French party, Ferdinand arrests Joseph but arrives late in the traditional parade where he should have brought the French flag. During the next reception at the hotel of the two frontiers, also halfway from the border, Giuseppe discovers that Ferdinand was born of an unknown father and an Italian mother in the kitchen of the restaurant in the Italian part of the hotel, although registered at the French Ministry, the customs officer, in fact, is Italian and therefore has no right to pursue the profession. From a subsequent checkpoint at the town of Assola, Ferdinand discovers that those who registered her birth years ago, Gaspar Donnadiè, the owner of the hotel on the two frontiers, failed to register there because he had to do so at the Italian town hall. Donaddy himself reveals to Ferdinand that he went to the French town hall because he was raining that day and was closer to the Italian one.
With the risk of losing the job, Ferdinand asks Giuseppe to help him in Cuneo to apply for the Italian identity card, then to apply for French citizenship, but according to a honorable friend of the father-in-law, becoming Italian citizen at all it will prevent him from obtaining French citizenship and, moreover, as he is divorced, his second marriage will no longer be valid and his son, from his present spouse Hélène, declared to be an unknown father. As if that was not enough, Ferdinand was put to a stand by the carabinieri along with his first wife Antoinette, now married to Joseph, because for Italian law, which at the time did not foresee divorce, they are still married and Antoinette is therefore bigama; clarified the situation, Antoinette is released while Ferdinand is detained because, having fought during the war for the French, instead of for the Italians, it is a deserter; back in the security room finds Giuseppe who had been arrested for not leaving his wife alone with the ex-husband. Ferdinand, in the pretext of being called a desert, tries suicide but is persuaded to desist from Joseph and freed from the marshal of the carabinieri who, by reviewing the practice, discovered that Ferdinand is no longer a deserter but has only lost all right to be an Italian citizen.
He was sent to the border to be sent back to France, because he is not Italian, but is blocked by the head of the gendarmerie because he is undocumented and, therefore, can not return to France. Ferdinand is thus becoming a homeless.
Exasperated by all this, he flees on the armed mountains of his shotgun and ponders his revenge against all, but warns Joseph with a letter: if he does not bring him some food, he will put him in the list of the culprits! Giuseppe decides to support Ferdinand and asks for food in Donadde, but finds out on the label of some old wine bottles that the frontier had cut the hotel in a different way two years ago, the kitchen was in France and not Italy so Ferdinand is a citizen French; Donaddiè, in fact, confesses that he has moved the border from the bathrooms to the kitchen to attract customers; clarified the equivocation Giuseppe, the carabinieri and the gendarmerie go to the mountains to communicate the news to Ferdinand, who seeing Giuseppe together with the marshal of the carabinieri and the chief of the gendarmerie believes that his friend has betrayed him and shoots them; Luckily the blow centered on the bottle of wine that Joseph was wearing and did not injure him. Finally, Ferdinand is informed of the truth and can return to his duty as a customs officer and to the usual trances with Joseph trying to escape his control.
