Un'imboscata dell'FBI rivela molto piu' di quanto era previsto: lo spettacolo orripilante di decine di cadaveri nascosti nei muri e con la testa sigillata in sacchetti di plastica. Per allargare la squadra che va a caccia dei mandanti di quel massacro la CIA arruola Kate, la giovane agente dell'FBI che ha partecipato all'imboscata rivelatrice, anche se lei è un'esperta di rapimenti mentre la squadra combatte da tempo contro il cartello messicano della droga. È l'inizio di una discesa agli inferi che coinvolgerà tutti i servizi segreti statunitensi (e la coscienza di un Paese) disposti a trasgredire ogni regola e a sacrificare ogni parvenza di umanità pur di mantenere il controllo (ma senza alcuna volontà di debellare il Male).
