Axel Foley è un giovane agente della polizia di Detroit, fin troppo esuberante ed insofferente alle regole. Il suo più caro amico è Michael Tandino, un piccolo ladruncolo con alcuni problemi con la giustizia ma a cui Axel è molto affezionato, dato che si conoscono fin da quando erano ragazzi. La sera stessa in cui Michael incontra Axel, a casa di quest'ultimo, i due vengono aggrediti da dei misteriosi killer, che stordiscono Axel ed uccidono Michael a sangue freddo.
